Few public works projects in the United States can honestly claim to have changed the destiny of an entire city. The Pikeville Cut-Through Project did exactly that.

Completed in 1987, this massive engineering effort carved through a mountain at the eastern edge of downtown Pikeville, Kentucky. The goal was twofold and urgent: protect the city from recurring floods and open new land for growth in a valley long constrained by steep terrain. What followed was one of the most ambitious earth-moving projects ever undertaken in the region, and one that reshaped Pikeville’s future.

Today, the Cut-Through stands not just as a flood-control solution, but as a symbol of Appalachian ingenuity, perseverance, and vision.
